Amendment 2 functions in the shopping cart

There is a website engine slopes, the basket twice in two separate files, they need to fix:
1) doesn't work 1 way otpravki
2) need to do that if the order amount is less than 3000 it is possible to issue the order not to give a display a window (where it is implemented but on 2000)
