Adapter refinement

Project description: API adapter for exchanging requests and files between two RESTful API systems, intermediate results are stored in the Postgres database, tests are written. The adapter has been working in the prod for a year.

From the immediate tasks
- Refine methods for sending files
- Enter request queues
- Modify the logging system
- Support adapter in the current state (api partner periodically refined). The price and terms in the announcement are indicated formally.
