Creating XML

I have a XML file like this format (this is only part of the file, such records 2700) alldata.xml
Each entry is a separate product, but provided as a reference, inside which have long description and value of the product.

I need to go over this file and refer to the link
Link http://download.falk-ross.eu/ws/xml/99833.xml this is a separate product. The obtained data copy and add a new xml file.

In the end I need to collect here such file alldata_final.xml (archive)

It is possible such to organize?
