Develop an API to download images and files in DLE and posting

You need to implement your API:
Through the post the request comes files and fields (name, description, dope field, etc. and actions (new post, edit id post, etc).
You need $_FILES processed through the standard features of the DLE engine (download to the right folder, creating covers, etc.) and added to the news.
Requires a performer who knows the engine.
