Development of a notification system on Laravel

It is necessary to develop a notification system on Laravel for a longer application.

What notifications should be able to do:
- System notifications about the status of equipment
- Notifications for users from the administration. In the admin panel, it should be possible to create notifications either for a specific user or for everyone.
- Notifications for employees of a specific user
- Browser notifications
- Live toasts
