Implementing the site on Wordpress

Create a theme on Wordpress on a simple layout, The model is approximate (Perfect Pixel is not required), only on the main page will be 4 sections: 1) services, 2) about the company, 3) blog, 4) contacts, clicks on which will open the relevant pages, section "reviews" for which a separate page is not required, layout under Chrome, Safari and Firefox (IE is not needed), adaptation to mobile (320 peaks) and tablets (800) , the realization of the opportunity from the admin to change any information on the pages.
Implementing a personal account for users and the ability to connect payment services through the site.
The layouts of the pages and the full TK will be sent to the chosen performer.
