Improve the priority functionality of product issuance in the category

For THE IM on openCart you need to create functionality with which, to certain filters/parameters assigned a sign that will change the priority of issuing goods, so that all goods that have this feature, are displayed at the bottom of the issuance category.

Now the automatic issuance of goods, which is not available, is set up at the end of the list of goods. Items of dedicated filters should be displayed immediately after the goods, which is not available.

It is desirable, in the admin, to create the possibility of assigning a sign to the parameter, so that this trait can be removed/marked by users of the admin.

Implementation should be as competent as possible, the windows of vision optimization, so as not to overload the database and CPU.
