Improving the site on OpenCart

For a construction online store on Open Cart, you need to make small edits to the site. We are starting to work with advertising, and I assume that the marketer will recommend making some other improvements.
I am looking for an experienced developer who knows how to adequately estimate the timing and cost of completing tasks.
