Layout wordpress

One needs to make a website layout (see attached files), embed it into the content management system.

Layout don't have to do the bootstrap (although it would be a big plus), but it was responsive. The site should be responsive, look beautiful on any monitor. Desktop version must be done pixel to pixel with the layout, mobile and tablet - (anything smaller than 1200px) at the discretion of the designer. (The main requirement - to preserve the style and usability should be user friendly.)

Cross-browser - webkit, moz, ie9 .

Menu should be editable in admin. On the main page you must implement the conclusion of the posts. Further, the content Manager does not have to deal with css code. The appearance of the articles should be provided by the developer.

PSD layout will be provided to the selected contractor. In the attached png files are there for review.

The project budget 100-150$. The cost can increase with reasoned arguments.
