Modify the rating of organizations (backend (php laravel) frontend)

Task:

There is a rating of organizations: 198.211.122.99/

We need to refine the script:

1) Make a database update mechanism from the "rating.csv" and "reviews.csv" files.

- File download interface
- Keep all downloaded files in a separate folder with a download date and status.
- Set a password to the download page.


2) Add information to the clinic page:

- As reviews often write. Example: On average, reviews come once every 20 days.
- The deadline from the last review received.
- Competitors rated (10 with the most similar rating with identical city and profile in order of proximity).
