Need to write a small program

you want to write a program that logs on to Google and performs adding of the site.
In the program the input data comes from: proxy list, sheet accounts and another sheet with the url.
The point is to iterate through the URLs and add them to one account under a single proxy.

If the account or the proxy is not working, iterate through them until, until work and make an action with a url

The program must be in exe format and run without problems on win xp, 7, 8
