Optimization of telegram bots

In general, the first thing to do is I already have a list of bots on the server and when the server is restarted, I need to make sure that all bots are automatically launched (also so that I can add a bot to this list myself if there is a new one)
Also, one of the bots lags when sending and begins to work inadequately to solve this issue
