Project refinement on PHP Javascript (ExtJS Library)

Good afternoon dear freelancers. I am looking for a freelancer (not a company) to refine the project.

Good knowledge of PHP, JAVASCRIPT (ExtJS library) is required.
It is very desirable that there is a skill of layout (I will give preference to such, including I will apply in future projects)
It is a big plus knowledge of VUE. JS (there is a lot of work on another project).

No prepayment, or a safe deal, or post payment (we can break the work into many parts to make it safer for you). If we work together and have the skills I need, I will throw a lot of interesting work, projects abroad.
