Refining the telegram bot

A specialist who owns python 3 and telegram bot API is sought to refine the current payment system bot.

The first step is:
- fix a number of small errors (according to preliminary estimates about 6 hours of work)
Check the logic of existing operations (2-4 hours)
- Add UI - buttons with actions (now - implemented commands).

The current bot @Z_PayBot.
