Set up the site on the wardpress

There is a site on the wardpress. The Wardpress is installed. The finished theme (this one: themeforest.net/item/neor... We plan to use the site as a blog.
We need to customize the look of the site and explain to us how to create and publish publications.
The perfect end result:
