To convert .xlsx to .csv and upload to ftp (program/script)

Need a program or script that will convert this already .xlsx file in .csv (delimiter – separated value), preferably, the output UTF-8. File structure the input is already generated and no change is necessary. I.e. you just need to convert to another format and upload on ftp.
Type is not important – the console app/window/macro. The main thing that worked in one click. Launched the app, it was unloaded and reported in the log that everything is OK. Automation is not needed, the program run by the user.
Obligatory settings (txt, gui does not matter): ftp server, username, password, output path, output file name.
Mandatory log, in which errors are written, if they will.
After starting the program must verify the successful upload.
File .xlsx – two. They are the same patterns but with different name and content. Both should be uploaded to the ftp.
