To create a plugin for TinyMCE 4 for search and insert images

For a personal project I want to add in the text editor TinyMCE 4. the ability to add images into an article using the built-in search engine on Google images. How much will it cost to develop a plugin for TinyMCE 4 and in what period of time? Design I will provide.
