To refine a large module on DLE - DataLife Engine v.14.1

Minor edits of the regions module already developed for DLE 14.1 are needed on the https://edatop.ru/ site (subdomens are used) and https://flomag.ru/ (folders are used). All engine edits are made only through the plug-in system and take into account the main settings of the module: folder or subdomain.

At the moment it is necessary to correct paragraphs 1.0 - 1.2, 1.4 - 1.7 (except 1.3)

The list of additional fields is not stored in the type. It was only through FTP that the data was changed. When the module is turned off and on other sites all the rules, there are no repetitions
