Write the bot telegram under lavarel

A bot is required to send a notification to users associated with any operation.
Implement as an event in Laravel 7.28
Event - a new message in correspondence on the site.
When the event is triggered, send a notification to the message recipient

Receiving and storing chat id
Log sending notifications to the table (mysql)
